캘리포니아주 학교행정가협회(ACSA, Association of California School Administrators)가 주최한 컨퍼런스에서 미네소타 대학 잔 코건 교수는 학생들을 21세기에 성공할 수 있도록 교육시키기 위한 교육정책으로 미국 교육 행정가들에게 다음과 같은 스킬을 학생들이 갖추도록 추천했습니다.

1. 전체 사회(Global Society)의 일원으로서 문제를 볼 수 있는 능력(ability to look at and approach problems as a member of a global society)

2. 타인과 협동할 수 있고 자신의 의무에 책임을 질 수 있는 힘(ability to work with others in a cooperative way and to take responsibility for one’s duties/roles within society)

3. 타문화를 이해하고 받아들이고 인내할 수 있는 능력(ability to understand, accept, and tolerate cultural differences)

4. 비판적, 조직적으로 생각할 수 있는 능력(capacity to think in a critical and systemic way)

5. 의견충돌이나 갈등을 평화적으로 해결할 수 있는 힘(willingness to resolve conflict in a non-violent manner)

6. 환경보호를 위해 자신의 라이프 스타일과 소비습관을 바꿀 수 있는 의지(willingness to change one’s lifestyle and consumption habits to protect the environment)

7. 인간의 권리를 옹호할 수 있는 힘-특히 여성 또는 소수민족의 권리(ability to be sensitive towards and to defend human rights-esp. rights of women, ethnic minorities)

8. 지방, 국가, 국제적 정치에 참여하는 뜻이 있는 점(willingness and ability to participate in politics at local, national, and international levels)


또 21세기를 대비하여 위와 같은 자질을 갖춘 학생들을 교육시키기 위해 다음과 같은 교육정책 및 방법(educational strategies, approaches, innovations)을 실천해야 할 것이라고 주장했습니다.

1. 학생들이 독립적으로 생각할 수 있도록 가르친다(Support teaching that encourages children to think critically)

2. 기술위주의 시대에 학생들이 정보를 비판적으로 입수하도록 강조한다(Emphasize students’ ability to critically assess information in an increasingly technology-based society)

3. 커리큘럼이나 학교 행정에 대한 의사 결정을 학교와 지역사회가 자치적으로 할 수 있도록 교육개혁을 한다(Decentralize decision making so that individual schools and local communities have considerable control of curriculum and educational administration)

4. 학생들이 협동심을 배울 수 있는 기회를 많이 준다(Increase opportunities for student to be involved in cooperative learning activities)

5. 커뮤니티 참여 기회를 학교 커리큘럼에 넣도록 요구한다(Require that opportunities for community involvement be an important feature of the school curriculum)

6. 다른 견해를 존중하고 받아들이고 참을성 있게 볼 수 있는 힘을 발달시키는 커리큘럼을 강조한다(School curriculum must be focused on the development of respect, appreciation and tolerance for multiple perspectives and points of view)


각 학교가 학생들로 하여금 다차원적 시민의식(multidimensional citizenship)을 가질 수 있도록 다음과 같은 점에서 얼마만큼 정책적인 노력을 하는가와 교육행정가, 교사, 학부모들이 함께 일하는가를 의논하는 것이 중요하다고 강조했습니다. 결국 ▲타인의 의견존중(respect for the opinions and ideas of others) ▲타인과 협동적으로 일함(cooperative and collaborative working relationships) ▲열린 대화(open communication) ▲평화적 의견충돌 해결(the peaceful resolution of conflict) ▲세계화된 교과과정(globally-oriented curriculum) ▲민주적 결정과정(democratic decision-making process) ▲ 초·중·고 및 대학 교육자들의 지속적 대화(on-going, sustained articulation among all levels of educators)가 우리 학생들이 21세기에 성공할 수 있도록 대비하는 길인 것입니다.
